Beyond Social Innovation toward Responsible Management
세계청년리더총연맹(WFPL, WORLD FEDERATION OF POWER LEADERS)은 2007년 1월 11일 설립된 국제청소년연구원(옛 국제청소년연구소, 초대 대표 이산하(李山河))을 모태로 한 정치적 중립기구로서, 기업·공공기관 평가전문기관인 SEC(Sustainable Enterprise Evaluation Commission), 세계언론협회(WPA), 국제정책연구원(IPI), WIC(World Innovative Contribution Council) 등 전문기관을 운영하며 책임경영, 정책연구, 언론 및 다양한 공익활동을 수행하는 국제 공익 플랫폼이다.
The World Federation of Power Leaders (WFPL) is a politically neutral international public-interest platform originating from the International Youth Institute (formerly the International Youth Research Institute), established on 11 January 2007 under the founding leadership of Lee San-Ha. WFPL operates specialized organizations including the Sustainable Enterprise Evaluation Commission (SEC), the World Press Association (WPA), the International Policy Institute (IPI), and the World Innovative Contribution Council (WIC), carrying out activities in responsible management, policy research, media, and a wide range of public-interest initiatives.

1. 사회혁신에서 공적 책임의 평가로
From Social Innovation to the Evaluation of Public Accountability
WFPL의 초기 공익활동은 학교폭력 예방, 청소년 인권 보호, 건강한 교육환경 조성 등 사회문제 해결을 위한 실천에서 출발하였다. 이러한 활동을 지속하면서 사회문제의 근본적인 해결을 위해서는 개별적인 지원과 캠페인을 넘어 법률과 제도, 국가정책 및 공공부문의 책임 있는 역할이 중요하다는 인식을 발전시켰다.
WFPL's early public-interest activities focused on preventing school violence, protecting youth rights, and promoting healthy educational environments. Through these efforts, WFPL came to recognize that lasting solutions to social problems require more than individual assistance or public campaigns. They also depend on effective legislation, sound institutions, public policies, and accountability in the public sector.
이러한 문제의식은 국민의 대표기관인 국회의 역할과 책임에 대한 관심으로 이어졌다. 국회의 입법활동과 정책 결정은 국민의 권익과 국가의 미래에 직접적인 영향을 미친다. 따라서 국회의원의 의정활동을 정당이나 정치적 이해관계와 구분하여 객관적인 자료와 일관된 기준에 따라 분석하고 평가할 수 있는 제도적 기반이 필요하다는 판단에 이르렀다.
This perspective led WFPL to examine the responsibilities of the National Assembly as the representative institution of the people. Legislative activities and policy decisions directly affect citizens' rights and the nation's future. WFPL consequently recognized the importance of establishing a systematic framework for analyzing and evaluating parliamentary performance using objective evidence and consistent standards, independently of partisan or political interests.
이에 WFPL은 정치적 중립성과 평가의 독립성, 공정성, 객관성을 기본원칙으로 삼아 국회의원 의정평가체계의 연구개발을 추진하였다. 이는 사회혁신을 위한 공익활동을 공적 책임에 대한 체계적인 평가와 제도적 개선의 영역으로 확장하는 과정이었다.
Accordingly, WFPL pursued research and development of a parliamentary performance evaluation framework grounded in political neutrality, independence, fairness, and objectivity. This initiative represented an expansion of its public-interest activities into the systematic assessment of public accountability and institutional improvement.
2. 국회의원 의정평가위원회(AEC)와 WFAPII의 발전
The Assembly Evaluation Commission and the Development of WFAPII
국회의원 의정활동을 객관적으로 평가하기 위한 연구
Research for the Objective Evaluation of Parliamentary Performance
WFPL은 2016년 1월 15일 국회의원 의정활동을 종합적으로 평가하기 위한 연구개발에 착수하였다. 입법활동뿐만 아니라 국가정책, 민생, 예산과 재정, 공익성, 지역사회 기여 및 국민에 대한 책임 등 의정활동의 다양한 영역을 체계적으로 분석할 수 있는 평가기준을 마련하는 데 연구의 초점을 두었다.
On January 15, 2016, WFPL initiated research and development of a comprehensive parliamentary performance evaluation framework. The research focused on establishing systematic criteria covering legislative activities, national policies, public welfare, budgetary and fiscal responsibilities, public interest, regional contributions, and accountability to citizens.
이러한 연구를 바탕으로 2019년 2월 25일 WF국회의정혁신지수(WF Assembly Policy Innovation Index, WFAPII)를 최초 완성하였다. 이후 평가체계의 적용 경험과 제도적 변화 등을 반영하여 평가방법론의 정교화와 개선을 지속적으로 추진해 왔다.
Based on this research, WFPL completed the initial development of the WF Assembly Policy Innovation Index (WFAPII) on February 25, 2019. Since then, it has continued to refine the evaluation methodology by incorporating practical experience and changes in the legislative and institutional environment.
WFAPII는 국회의원의 의정활동을 단순한 법률안 발의 건수나 회의 참석 횟수 등 개별 실적에 한정하지 않고, 입법과 정책활동의 내용, 공공성, 국민의 삶에 미치는 영향 및 공적 책임을 종합적으로 분석하기 위한 평가체계이다.
WFAPII is designed to assess parliamentary performance beyond individual quantitative indicators, such as the number of bills introduced or meetings attended. It provides a comprehensive framework for examining legislative and policy activities, public value, their effects on citizens' lives, and the fulfillment of public responsibilities.
AEC의 평가체계와 운영
AEC Evaluation Framework and Operations
국회의원 의정평가위원회(AEC, Assembly Evaluation Commission)는 WFPL의 국회의원 의정평가를 담당하는 전문기구로서 WFAPII를 적용하여 의정활동을 종합적으로 평가한다.
The Assembly Evaluation Commission (AEC) is WFPL's specialized body responsible for parliamentary performance evaluation. It applies WFAPII to conduct comprehensive assessments of legislative activities and public accountability.
WFAPII 평가체계는 7대 평가부문, 15개 하위평가항목, 140개 세부평가지표로 구성된다. 7대 평가부문은 입법 활동 및 법률·제도 개선, 국가정책 및 미래경쟁력 강화, 민생안정 및 국민 삶의 질 향상, 국정감시 및 예산·재정 책임성, 공익성 및 사회적 책임, 지역균형발전 및 지역사회 기여, 대국민 책임성 및 공약 이행이다.
The WFAPII framework comprises seven major evaluation domains, 15 subcategories, and 140 detailed indicators. The seven domains cover legislative activities and legal and institutional improvement; national policy and future competitiveness; public welfare and quality of life; government oversight and budgetary and fiscal accountability; public interest and social responsibility; balanced regional development and community contribution; and accountability to citizens and fulfillment of commitments.
AEC는 국회와 정부의 공식자료, 법률안과 회의록, 국정감사 및 예산·결산 자료, 정책활동과 공약 이행 관련 자료 등을 평가의 주요 근거로 활용한다. 정량적 자료와 정성적 자료를 종합적으로 검토하되, 확인 가능한 사실과 의견을 구분하고 평가기준의 일관성을 유지하는 것을 중요하게 다룬다.
AEC draws on official records from the National Assembly and government institutions, including legislative bills, parliamentary proceedings, oversight records, budgetary documents, policy materials, and information concerning the fulfillment of public commitments. It examines quantitative and qualitative evidence while distinguishing verifiable facts from opinions and maintaining consistent evaluation standards.
국회의원 의정평가의 시행과 발전
Implementation and Development of Parliamentary Performance Evaluation
WFPL은 WFAPII를 적용하여 제20대 국회의원 의정평가를 실시하고, 2019년 11월 19일 국회도서관에서 제1회 평가 관련 시상식을 개최하였다. 이어 2023년 11월 22일 국회의원회관에서 제21대 국회의원 의정평가에 따른 제2회 시상식을 개최하였다.
WFPL applied WFAPII to evaluate members of the 20th National Assembly and held its first related awards ceremony at the National Assembly Library on November 19, 2019. The second ceremony, associated with the evaluation of the 21st National Assembly, was held at the National Assembly Members' Office Building on November 22, 2023.
AEC는 이러한 평가 경험을 토대로 의정활동의 실질적인 내용과 국민에 대한 책임을 더욱 체계적으로 분석할 수 있도록 평가방법론을 지속적으로 발전시키고 있다.
Building on these evaluation experiences, AEC continues to develop its methodology to support more systematic analysis of substantive parliamentary activities and accountability to citizens.
3. 국민참여와 책임정치의 실현
Public Participation and the Advancement of Accountable Governance
WFPL의 국회의원 의정평가는 국민의 알 권리를 보장하고 책임정치의 실현에 기여하는 것을 중요한 목적으로 한다. 국회의원의 의정활동은 국민의 삶과 밀접하게 연결되어 있으므로, 그 활동에 대한 평가 역시 객관적인 자료에 기반하면서 국민의 다양한 목소리를 함께 고려할 필요가 있다.
A central purpose of WFPL's parliamentary performance evaluation is to support the public's right to information and contribute to accountable governance. Because parliamentary activities are closely connected to citizens' lives, their evaluation should be grounded in objective evidence while taking diverse public perspectives into account.
AEC는 이러한 취지에 따라 전국 243개 지방자치단체 주민의 의견과 전국언론단체총연합회(NFPO) 소속 전국 50여 언론단체 및 회원사 기자 약 3만 5천 명의 참여 기반을 활용하여 국민의 다양한 목소리를 평가에 반영하는 체계를 운영한다.
In line with this objective, AEC operates a public participation framework that incorporates perspectives from residents across 243 local governments and draws on a participation network of approximately 35,000 journalists affiliated with more than 50 media organizations and member outlets associated with the National Federation of Press Organizations (NFPO).
또한 AEC는 4년 주기의 국회의원 의정활동 최종평가와 별도로 연례 중간평가 제도인 ‘국민이 기억해야 할 국회의원 100인’을 도입하였다. 이 제도는 국회의원의 의정활동을 지속적으로 살펴보고 국민에게 관련 정보를 제공하기 위한 것으로, 평가결과에 대한 사실확인과 심의 절차를 거쳐 운영된다. 다만 4년 주기 최종평가가 실시되는 연도에는 연례 중간평가를 실시하지 않는다.
AEC has also introduced an annual interim evaluation program titled “100 Members of the National Assembly the People Should Remember,” separate from its four-year comprehensive evaluation cycle. The program is intended to provide the public with periodic information on parliamentary activities and operates through fact-verification and deliberation procedures. The annual interim evaluation is not conducted in years when the four-year comprehensive evaluation takes place.
이와 함께 AEC는 제22대 국회의원 300인을 대상으로 제3회 WFPL 국회의원 의정평가를 추진하고 있으며, 2027년 11월 최종평가 결과 발표와 같은 해 12월 대국민 보고회 및 시상식을 계획하고 있다.
AEC is also conducting the third WFPL parliamentary performance evaluation covering the 300 members of the 22nd National Assembly. The final results are scheduled to be announced in November 2027, followed by a public report and awards ceremony in December of the same year.
4. 공적 책임에서 책임경영으로의 확장
From Public Accountability to Responsible Management
WFPL이 국회의원 의정평가를 통해 발전시켜 온 핵심 철학은 공적 권한과 사회적 영향력을 가진 조직과 개인이 그에 상응하는 책임을 이행해야 한다는 것이다.
A central principle developed through WFPL's parliamentary performance evaluation activities is that individuals and organizations exercising public authority or significant social influence should fulfill responsibilities corresponding to their roles and impact.
이러한 철학은 국회와 공공부문을 넘어 기업과 공공기관의 책임경영에 대한 연구로 확장되었다. 기업과 공공기관 역시 경제적 성과뿐만 아니라 사회와 환경에 미치는 영향, 이해관계자에 대한 책임, 지속가능한 발전에 대한 기여 등을 종합적으로 고려해야 한다는 인식에 따른 것이다.
This philosophy subsequently expanded beyond legislative and public-sector accountability into research on responsible management in corporations and public institutions. The underlying perspective is that organizations should be assessed not only by economic performance but also by their social and environmental impacts, responsibilities to stakeholders, and contributions to sustainable development.
WFPL은 이러한 연구의 전문성과 독립성을 강화하기 위하여 기업·공공기관 평가전문기관 SEC평가원을 설립하였다. SEC평가원은 자체 평가방법론과 평가체계를 통해 기업과 공공기관의 성과·영향·책임을 종합적으로 분석하며, 평가결과를 SEC의 종합평가지수인 WFSRI(Comprehensive Evaluation Index)로 산출한다.
To strengthen the expertise and independence of this research and evaluation work, WFPL established SEC as a specialized evaluation institution for corporations and public institutions. SEC applies its evaluation methodology and framework to comprehensively assess performance, impact, and responsibility, integrating the results into its comprehensive evaluation index, WFSRI.
국회의원 의정평가와 기업·공공기관 책임경영 평가는 각각 독립적인 평가목적과 방법론에 따라 운영된다. 그러나 공정한 기준과 객관적인 근거를 바탕으로 공적 책임을 확인하고 지속적인 개선을 촉진한다는 점에서 WFPL의 공통된 철학을 공유한다.
Parliamentary performance evaluation and responsible management evaluation of corporations and public institutions operate under distinct objectives and methodologies. Nevertheless, both reflect WFPL's broader philosophy of examining accountability through fair standards and objective evidence while encouraging continuous improvement.
5. 미래세대를 위한 책임 있는 사회
Building an Accountable Society for Future Generations
WFPL은 사회혁신을 위한 공익활동에서 출발하여 국회의원 의정평가와 공공정책 연구, 기업·공공기관의 책임경영 평가 등으로 활동 영역을 발전시켜 왔다. 이러한 발전 과정의 중심에는 사회문제의 해결과 공공가치의 실현을 위해서는 객관적인 기준과 책임 있는 실천이 함께 이루어져야 한다는 철학이 자리하고 있다.
Beginning with public-interest initiatives for social innovation, WFPL has expanded its activities into parliamentary performance evaluation, public policy research, and responsible management evaluation of corporations and public institutions. Throughout this development, its guiding philosophy has been that meaningful solutions to social challenges require both objective standards and responsible action.
앞으로도 WFPL은 정치적 중립성과 독립성, 공정성 및 객관성을 바탕으로 국회의원 의정평가체계의 연구와 발전을 지속하고, 전문기관의 자율성과 전문성을 존중하면서 공공가치와 사회적 책임에 관한 연구 및 협력을 확대해 나갈 것이다.
WFPL will continue to advance research on parliamentary performance evaluation while upholding political neutrality, independence, fairness, and objectivity. It will also respect the autonomy and expertise of its specialized institutions and expand research and cooperation relating to public value and social responsibility.
WFPL이 지향하는 궁극적인 가치는 사회적 약자가 소외되지 않고, 국민의 다양한 목소리가 존중되며, 공적 권한과 사회적 영향력에 상응하는 책임이 실천되는 사회이다. 이를 바탕으로 참여와 소통의 문화를 확산하고 미래세대를 위한 지속가능한 사회를 만들어 가는 데 기여하고자 한다.
WFPL ultimately envisions a society in which vulnerable groups are not excluded, diverse public voices are respected, and individuals and organizations fulfill responsibilities proportionate to their authority and influence. Through participation, communication, and cooperation, it seeks to contribute to a sustainable society for future generations.
